District 5 Candidates
District 5 candidates running for city council in May 7th election:
Cle Kimble
Cle D. Kimble is a Registered Respiratory Therapist with over 20 years of experience and a former 911 dispatcher for the Houston Police Department; she is currently a Case Manager at Select Speciality Hospital. After relocating from South East Texas, she purchased her first home in the City of Garland’s Orchard Hills neighborhood. Cle has been a resident of Garland for two years.
Currently, she holds a Bachelor of Science Degree in Respiratory Therapy from Texas Southern University and a Masters Degree in Healthcare Leadership from Western Governors University. She is an active member of Shiloh Baptist Church and Garland Toastmasters #1207. Cle has one son, Dillon.
Her decision to serve her community began with a conversation she had with her father after moving into her home. Her father, a retired Staff Sergeant of the United States Army, suggested getting involved in her community. ” You can only make a difference if you serve your community.” From that point, Cle made it her plan to become a part of this town she now calls home. She served as a board member to Garland’s TIF #3
Medical District and became a member of the Orchard Hills Neighborhood Association. Cle believes that to serve others, you must first listen. Her years of experience caring for the needs of others and listening to their concerns makes her qualified to support the citizens of District 5. Serving others through her commitment to her constituents and being accessible is what she will supply to Garland residents.
Dr. Jon Dehn
Garland has become one of the best cities in DFW area through the hard work of the City Council, the Mayor, City Manager and their staff. I’ve been asked to run for City Council by my neighbors, and I would like to keep Garland on its path to success. It would be an honor to serve on the Garland City Council, and I will focus on:
- Community vitalization
o Promote affordable family housing
o Support our public safety officials and emergency response
o Environmentally safe cleanup of old sites
- Improving opportunities for small businesses
o Incentives for businesses to come to Garland
o Draw customers from the across North Texas
o Support for existing businesses
- Revitalizing the 635 corridor as construction is completed
o Make the gateway to Garland appealing
o Alleviate the homeless problem along 635
My wife and I moved here in 2016 and have decided Garland is where we’ll stay. We love our neighborhood and our home in District 5, and are both members of the Crime Stoppers Board. I plan on running for President of that board later this year. My wife is a nurse specializing in rehabilitation and I am a research professor. I was born in East Cleveland Ohio, grew up in Indianapolis, Indiana and got my bachelors and masters degrees in geology at Arizona State University. I worked at the Smithsonian Institution in Washington, D.C. for a year before taking a Fulbright Scholarship to Germany where I completed my doctorate. From there I worked in the North Atlantic and Siberian Arctic, before getting a National Science Foundation funded position at the Geological Survey of Japan in Hokkaido, Japan. From there I joined the University of Alaska Fairbanks, in Fairbanks, Alaska, working for the Alaska Volcano Observatory monitoring volcanoes in the field and from satellite remote sensing. I eventually ran that program with a multimillion dollar budget and a dozen students and staff. I was also a faculty member there, and was twice elected Faculty President. We left Alaska for Texas, and I work with SMU, having taught Disaster Management there, and perform private contracts to mitigate the effects of volcanic ash on aviation. I am eager to devote the majority of my time to Garland, helping to get us all through these challenging times.

I am running for City Council, District 5 because I want to ensure we live in a safer, more beautiful community. There are many projects in our future that need careful planning, like the Hyper-mart and former Hollywood Movie Theater lots. I have worked closely with the parks department, bond committee, and Councilmember Aubin on the design and renovation of Rick Oden Park, and there is an entire second phase that needs completion. I want to see it through. District 5 is in a unique position for future development. We have an opportunity to give our district a facelift, especially along the 635 corridor and Garland Road. Residents need access to better retail, grocery stores, restaurants, and entertainment. I want to ensure that every last project from the 2019 bond program is funded and completed. I support Neighborhood Crime Watch groups and expanding the Neighborhood Police Officer Program. I would like to install more gunshot detectors and license plate readers. I grew up in District 5. I own a home and I work here. I have a vested interest in improving our district and I truly want to make it a more enjoyable place for all of us.
